Did the population base used to be ages 5-21?

Another element to the formula is square mileage

Shannon-is it 5-17 is the federal category and data report used

@Shannon as far back as I can see (going back to 2006) the census data has only ever included "5 to 17 population" and "5 to 17 poverty" --they may have included 21yr olds before that time though.

just for clarification, "after the first of the year" meaning January 2023
